The project was realized under the Decentralization and Local Development Program (DLDP) founded by the Swiss Agency for Development and Cooperation (SDC) and implemented by Helvetas Intercooperation. DLDP, with the technical support of CSD, has been providing support in the waste management sector in Northern Albania since 2007. It became a recognized and important partner in this sector in the country. DLDP’s support combines technical and cofinancing assistance in planning and implementing waste collection and recycling systems. DLDP also focuses on local capacity development and on the development and implementation of new and innovative models for regional solutions (ie. regional transfer stations). Cost and tariff models as well as support to policy makers are central in DLDP’s approach.

KEY ASPECTS

In the previous phases of the project, CSD engineers supported the municipality of Shkodra to implement a new waste management plan. The existing system was assessed, scenarios and business models were elaborated and support was provided to tenders for contract related processes. These activities were further developed in 2015.

Additionally, in 2015, the Albania territorial reform merged 273 municipalities into 61 and 61 new mayors were elected. In order to increase their awareness of the waste management sector, give them an understanding of the opportunities and risks related to the territorial reform and share the Swiss knowledge and experience about efficient waste management, a study tour was organized in Switzerland in September. The study tour included workshops, visits and experience sharing and focused on :

  • organizational and governance aspects of the waste management system (including the cost and tariff systems) ;
  • technical and optimization solutions related to waste collection and treatment in the framework of territorial reforms ;
  • options and practices for intermunicipal collabo-ration as well as the relations between the local, regional and national levels.

OUR SERVICES

  • Coaching of local authorities in the implementation of waste management plans and renewal of waste management contracts.
  • Assessment of recyclable waste management options in the municipality of Shkodra.
  • Support for the implementation of waste separation at household level with collection points in the city in collaboration with private and informal sectors.
  • Support for testing and developing waste management interventions, reporting and planning in different locations, including the conception of a manual on the methodology for waste costs and tariffs calculation as well as the organization of a study tour in Switzerland on this particular subject.
  • Elaboration of a methodology for tariff calculation, its related guidelines and its application in three Albanian municipalities.
  • Design of a waste transfer station in Shkodra, including a feasibility study.
  • Development of scenarios to optimize the waste management sector after the territorial reform.
