Following the review of the Canton of Vaud’s climate change adaptation measures carried out in 2016, CSD ENGINEERS SA has once again been mandated by the Vaud Council of States to contribute to the development of the action plan, the objectives of which are:

  • Reducing greenhouse gas (GHG) emissions by 30% by 2030 and achieving climate neutrality by 2050;
  • Adapting to climate change, i.e. limiting the risks to the environment, the land and society, but also taking advantage of possible opportunities;
  • Documenting the development of climate change impacts and the effect of the measures laid down in the action plan.
 

HIGHLIGHTS

  • CSD’s mission is to support all Vaud government departments in developing the action plan by providing methodological and technical expertise.
  • An original methodology developed specifically by CSD to meet the challenges of the Vaud context.

  • Participatory process involving all cantonal departments and civil society, in particular climate protection activists.
  • Iterative process, adapted to the changing context and political agenda.

OUR SERVICES

  • Developing the methodology with the aim of:
    • Framing the process and defining the steps
    • Exploring and qualitatively evaluating the proposed measures and their effects
    • Quantitatively evaluating the measures and their effects
    • Targeting priority measures
  • Developing participatory workshops:
    • The three workshops include nine themes, 20 government departments and representatives of groups campaigning for climate protection.
    • Defining the workshop concept
    • Preparing the working file for the 56 participants
    • Preparing the material and entertainment for the three half-days of the workshop
    • Transcribing results in full and compiling a summary of the 250 proposed measures
  • Analysis of existing climate plans:
    • In French and German-speaking Switzerland, as well as in the rest of Europe
    • Comparison of the proposed measures resulting from the participatory workshops and the measures in the existing action plans
  • Establishment of different scenarios according to the action plan’s level of ambition and the choice of priority measures.
  • Preparing working files for the government departments in order to develop the priority measures and prepare their content for the drafting of action sheets.
  • Bilateral sessions with each department to specify the content of the action sheets.
